CTQP Final Estimates Level 2 – Training Course

Earn your FDOT Final Estimates Level 2 qualification through the complete FDOT-accredited training course. This is the required path for first-time (initial) qualifiers, combining two days of instruction with a proctored written examination.

What Is the FE Level 2 Qualification?

The CTQP Final Estimates Level 2 qualification, administered under Florida’s Construction Training and Qualification Program (CTQP), is for personnel responsible for producing progress and final payments and compiling final estimates documentation in accordance with the CPAM and the Review and Administration Manual (RAM). A qualified FE Level 2 person compiles, verifies, and processes documentation for proper payment and submits the completed final estimates package that supports the final contract amount.

The qualification is valid for five years (60 months) from the date the examination is passed. Maintaining Level 2 keeps Level 1 status current — no additional action required.

Course Format

  • Two-day FDOT-accredited FE Level 2 training course
  • Written examination — multiple choice, closed-book, proctored by an approved CTQP proctor, maximum 2 hours, administered on the final day
  • Passing grade: 70%
  • Electronically graded by the CTQP; results posted in approximately two weeks

  • An active FE Level 1 qualification is required prior to attending this course
