Final Estimates Level 2 (CTQP) — FDOT Qualification Course
The Final Estimates Level 2 course is an advanced training program designed to prepare construction professionals to compile, verify, and process all documentation required for progress payments and final estimates on Florida Department of Transportation (FDOT) construction contracts, in accordance with the Construction Project Administration Manual (CPAM), the Review and Administration Manual (RAM), and CTQP requirements.
This course is part of the FDOT Final Estimates Training and Qualification Program, which establishes a standardized level of administrative, technical, and analytical knowledge for personnel responsible for accurate financial documentation on construction projects. A qualified FE Level 2 professional compiles, verifies, and processes progress payment documentation and is responsible for submitting complete final estimates documentation supporting the final contract amount.

The Final Estimates Level 2 training is a two-day course, concluding with a multiple choice examination at the end of the second day. Topics covered include:

CTQP Final Estimates Level 2 Qualification Requirements
To obtain the FE Level 2 qualification, first-time applicants must:
- Hold an active Final Estimates Level 1 qualification
- Attend an FDOT-accredited FE Level 2 training course
- Pass the FE Level 2 written examination
FE Level 2 Written Examination
- Closed book, multiple choice
- Administered on the last day of the course
- Maximum time allowed: 2 hours
- Minimum passing score of 70%
- Electronically graded by the CTQP Administrator and posted in the Training Qualification Database System (TQDBS) — allow two weeks for grading and posting
Once all requirements are met, the qualification date is added to the TQDBS. The FE Level 2 qualification is valid for 60 months (5 years) from the date the exam requirement was satisfied.
FE Level 2 Requalification
If you renew on time, requalification only requires passing the written examination — attending the FE Level 2 course again is encouraged but not required. And as long as your Level 2 qualification stays current, your Level 1 status remains current automatically — no additional action needed.
If your qualification is allowed to expire, however, you become disqualified in both FE Level 1 and Level 2, and must reapply and pass both examinations again. Renewing before the 60-month deadline is the difference between a single exam and starting over.
FE Level 2 Suspension
CTQP FE Level 2 qualified personnel are subject to ongoing performance evaluations under the RAM. A third strike within a 2-year period initiates the suspension process, and the individual cannot perform FE Level 2 functions until they attend the FE Level 2 course again and pass the written examination — at which point prior strikes are cleared and evaluation restarts with a clean record.
