CTQP Final Estimates (FE) Level 2 – Challenge Exam (Requalification, Written Exam Only)

Requalify for your FDOT Final Estimates Level 2 qualification by passing the written examination — for requalification, attendance at the FE Level 2 training course is encouraged but not required. This option is for currently or previously qualified FE Level 2 personnel ready to sit for the written examination directly.

What Is the FE Level 2 Qualification?

The CTQP Final Estimates Level 2 qualification, administered under Florida’s Construction Training and Qualification Program (CTQP), is for personnel responsible for producing progress and final payments and compiling final estimates documentation in accordance with the CPAM and the Review and Administration Manual (RAM). A qualified FE Level 2 person compiles, verifies, and processes documentation for proper payment and submits the completed final estimates package supporting the final contract amount.

The qualification is valid for five years (60 months). Maintaining Level 2 keeps Level 1 status current — no additional action required.

⚠️ Important: This exam-only (challenge) path applies to requalification. First-time (initial) FE Level 2 qualifiers must attend an FDOT-accredited two-day FE Level 2 training course and pass the final examination. For initial qualification, please choose the full FE Level 2 course.

What’s Included in the Challenge Exam

  • Written examination — closed-book, proctored by an approved CTQP proctor, maximum 2 hours
  • Passing grade: 70%
  • Electronically graded by the CTQP; results posted in approximately two weeks

Who Is This Exam For?

This Challenge Exam (requalification) is designed for professionals who:

  • Are currently or were previously CTQP FE Level 2 qualified
  • Produce progress/final payments or compile final estimates documentation
  • Hold an active FE Level 1 qualification and have the knowledge to pass the written examination without re-attending the course

ℹ️ Note: If FE Level 2 lapses past the 60th month, the person must reapply for both FE Level 1 and Level 2 and pass both examinations.
