Quality Control Manager (CTQP) — FDOT Qualification Course

The CTQP Quality Control Manager (QC Manager) qualification is designed for the individual identified in the Quality Control Plan to perform analysis and control of product quality on Florida Department of Transportation highway and bridge construction projects. Per the FDOT Construction Training and Qualification Manual (CTQM), the QC Manager can determine the coordination of production operations, quality pay factors, and understands the intent of statistically based quality control specifications — consistency, variability, data interpretation, and random sampling.

Any person acting as Quality Control Manager on behalf of the Contractor on a project with the QC Manager Specification (Section 105) must be CTQP QC Manager qualified. In addition, all persons designated as the Department’s Project Administrator representative on such projects must have passed the CTQP QC Manager exam — making this qualification essential for both contractor and Department personnel.

Course Overview

The Quality Control Manager Course is a two-day training class designed to ensure that Contractors’ Quality Control Managers, as well as key Department personnel, gain a working understanding of the key quality control program elements, including how to develop a QC Plan and how the Department handles QC plans.

Recommended prerequisite: Construction Math Self-Study, to ensure proper understanding of the calculations and data analysis covered in the course.

CTQP Quality Control Manager Qualification Requirements

To obtain the QC Manager qualification, all trainees must:

• Pass the QC Manager written examination
• Hold at least one of the following Level 2 CTQP qualifications:
  • Asphalt Paving Level 2
  • Asphalt Plant Level 2
  • Earthwork Construction Inspector Level 2
  • Concrete Field Level 2 (full ACI-CTCI Certification)
  • Concrete Laboratory Technician Level 2
  • Aggregate Laboratory Testing Technician
  • Limerock Bearing Ratio Technician

These Level 2 qualifications must be obtained prior to the QC Manager exam or within one year following the exam.

QC Manager Written Examination

• Closed book, 50 questions
• Minimum passing score of 70%
• Electronically graded by the CTQP Administrator — allow two weeks for grading and posting of results

QC Manager Requalification

The CTQP Quality Control Manager qualification does not require requalification. The qualification is indefinite, unless suspended for cause — making it one of the most valuable long-term credentials in the CTQP program.

QC Manager Suspension

To maintain the integrity of the qualification, a QC Manager’s status is monitored through Deficiency Letters (DLs) issued by the Project Administrator for deficient quality control operations. Qualification is suspended when three DLs are issued within a 12-month period, across any contract:

• A 1st DL is removed from the record if no further DL is issued within 365 days
• A 2nd DL — both prior DLs are removed if no further DL is issued within 365 days of the 2nd
• A 3rd DL triggers suspension for one calendar year; reinstatement requires meeting all initial qualification requirements again, including retaking the exam
