Final Estimates Level 1 (CTQP)

The Final Estimates Level 1 course is designed to train construction professionals in the accurate measurement, documentation, and reporting of pay item quantities in accordance with Florida Department of Transportation (FDOT) specifications and CTQP requirements.

This course is part of the FDOT Final Estimates Training and Qualification Program, which establishes a standardized level of administrative and technical knowledge for personnel responsible for preparing progress and final estimates documentation on construction projects.

Final Estimates Level 1 focuses on the foundational skills required to ensure that all measurements and documentation are accurate, consistent, and compliant with contract documents and the Construction Project Administration Manual (CPAM).

Certification Requirements

To obtain the Final Estimates Level 1 certification, trainees must:

• Complete the computer-based training course

• Pass a closed-book written examination with a minimum score of 70%

• Complete the exam within a maximum of 2 hours

Once completed, the qualification is recorded in the CTQP database.

The certification is valid for 60 months (5 years), after which requalification is required.

Training Format and Duration

The course is delivered as a computer-based training program, approximately 4 hours long, followed by a proctored written exam.

Participants are encouraged to complete recommended prerequisites such as:

• Contract Plans Reading
